Elsa Hively

Elsa Hively is the Owner and Operator of Lively Hively Consulting. She has dedicated her career to the I/DD Field and supporting those in the larger community.

When not working, Elsa enjoys hiking, spending time with her family, and watching true crime documentaries.

Elsa’s journey in the I/DD community began at just eight years old, when she started volunteering in the SKIP classroom at her elementary school. Her passion for supporting individuals with intellectual and developmental disabilities only deepened throughout middle and high school, as she continued volunteering in classrooms and at Special Olympics events.

She earned her Bachelor’s degree from Western Oregon University in 2017, following a brief period as a preschool teacher with Head Start—an experience that reflects her lifelong dedication to serving underserved communities.

Elsa began her paid work in the I/DD field in 2016 as a Direct Support Professional (DSP) and quickly advanced through a range of leadership roles in 24/7 residential programs, including Lead Staff, House Manager, Program Supervisor, and Staffing Coordinator. Today, she also works as an Independent Behavior Professional certified by the State of Oregon.

With a strong understanding of Oregon Administrative Rules (OARs) and years of mentorship and hands-on experience, Elsa has developed a keen ability to navigate policy, compliance, and person-centered care systems. Her consulting style is grounded in a deep respect for providers and a collaborative approach to improving service quality.

Currently, Elsa is also training to become a certified Oregon Intervention System (OIS) Instructor and looks forward to offering OIS classes in the near future!
